Conclusion
- The regulation (designation as a controlled substance) of CBN is not yet finalized.
- Although it was approved by the Designated Substances Subcommittee and a public comment period for CBN's designation was initiated, the process itself is now being questioned. The public comment process is currently under review regarding additions and schedule adjustments.
Timeline
- May: "Cannabis cookie" incident involving students from Yamanashi Gakuin University.
- August: JCF (Japan Cannabinoid Federation) is established.
- October 28: The Designated Substances Subcommittee meets and approves the designation of CBN as a controlled substance.
- October 29: The CBD Parliamentary League convenes. Diet members raise concerns with the Ministry of Health, Labour and Welfare (MHLW) regarding the process of designating CBN.
- Current (November): The ongoing public comment period is being reconsidered due to insufficient presentation of scientific evidence, and launching a new, separate public comment period is under consideration.
- The CBD Parliamentary League is scheduled to meet again soon (date to be determined).
